Today (Thursday, Dec. 20) is the last
day to cast your vote
In late November, GPA Official Representatives received a ballot
package requesting an increase in membership dues to fund the
enhanced state and federal advocacy recommendations as presented
by the LARAC Strategic Planning Task Force earlier this year.
The increase will provide additional funds necessary to finance
the expanded roles identified as being critical to the midstream
industry and those in it. Because of the focus on U.S. matters,
only U.S. members are subject to the proposed increase. In order
for the dues increase to pass, the fees rate change must be approved
by at least two-thirds of the returned ballots. As of press time,
the returned ballots show overwhelming support to approve the
increase. We strongly encourage each Official Representative to
return your ballot by 5 p.m. Central time today to ensure that
your vote is counted.

GPA Sets Conference Call to discuss compliance
with the Department of Homeland Security Chemical Facility Anti-Terrorism
Standards
On Nov. 20, the Department of Homeland Security (DHS) released
the Appendix A Chemicals of Interest final rule, which started
the 60-day clock for submittal of the Top Screen analysis. All
Top Screen reporting is due by January 19, 2008. GPA has held
roundtable discussions to assist members in fulfilling obligations
under these rules. Many were looking for clarification on how
to report NGL mixtures in the Chemical Security Assessment Tool
(CSAT) Top-Screen process. As a result of feedback from industry,
DHS published revisions to the CSAT User Registration User Guide
(ver. 1.4.c) and CSAT Top-Screen User's Manual (ver. 1.3) to address
the mixture issue. GPA will host a conference call for members
of the Safety Committee on Thursday, Dec. 27 at 10 a.m. Central
time to further discuss compliance issues.

U.S. President Bush Signs Energy Bill
On Wednesday, Dec. 19, U.S. President George Bush signed an energy
bill into law to increase fuel efficiency and reduce U.S. dependence
on foreign oil. The bill did not include a tax package that would
have rolled back $13.5 billion in oil and gas company tax breaks.
The legislation previously passed both the House and Senate by
wide margins after a bi-partisan agreement was reached to take
out the punitive tax language directed at the oil and gas industry.

GPA 2145-08 Ballot Update
GPA 2145-08 has been balloted through Technical Sections H and
B, plus the Technical Committee. Due to extensive changes with
the documents, a few negative ballots were received with comments
that need to be resolved and, therefore, GPA 2145-08 will not
be released on Jan. 1, 2008, as originally projected. Once these
comments have been resolved, the document will be available for
purchase through GPA.

GPA welcomes new team member

our staff as director of government affairs. Stu will be responsible
for overseeing GPA's enhanced Washington, D.C., advocacy representation
and expanded grassroots advocacy efforts in states located in
the midstream industry's heartland. He has more than 10 years
of experience in Washington, D.C., in public and government relations
and policy and strategy development and has worked most recently
as a senior legislative analyst for the Pentagon through the office
of the assistant secretary of the Air Force for acquisition. Stu
will join us at our corporate headquarters in Tulsa, Okla., and
